And about your question,
I think,
1.There are many millions of adsense publishers all over the world
2.And another reason may be, to provoid value to their logo stickers.If they send it to only those who take a step or two to get the logo, then those logo’s will be in the hands of people who really love to use those logo’s in a very useful manner.Others might use it for 2 days and may forget it.

This is what I think.Who knows whats the plan of Google.
At the end we can only say that, its their logo and their wish.

Google is such a big company.And as you said it will cost about 0.25$ per head to send the sticker.Now why don’t Google send it to all its publishers?
Why they require us to send the stamped self addressed post covers?
Is 0.25$ a big amount for Google?
